Jeff Brown, a businessman whose marketing campaign slogan is “Decide up the rattling trash,” was requested by a moderator in the course of the Democrats’ mayoral main debate how he’d tackle accusations of air pollution and environmental racism in Chester, a struggling metropolis exterior Philadelphia.
